Who was president when the federal income tax went into effect?

It was 24th president William Howard Taft (1857-1930) who was in office when the 16th Amendment to the Constitution was passed in 1909 and ratified in 1913.

The federal income tax gave the federal government power to collect tax “among the several states and without regard to census”.
