The warning “Our nation is moving toward two societies, one black, one white, separate and unequal” appeared in the 1968 report of the National Advisory Commission on Civil Disorders, which was headed by Illinois governor Otto Kerner.
President Johnson appointed Kerner to investigate the causes of over 100 ghetto riots that took place in the summer of 1967, the worst in Newark and Detroit.
The Kerner report blamed police racism and repression and neglect of the economic and educational needs of African-Americans.
